Abstract

Abstract Variousproblems in thePolicerecruitmentandselectionprocess are stillbeingfound. Problemssuchas fraud, embezzlement, prioritizing localresidents, divulgetest questions, and the abuseofauthority. One of the reason son how such practices can still occur are gaps that still exist in the mechanism of the National Police’srecruitment and selection process. Those gaps have thepotential to cause irregularities. The purpose of this study was to analyze the implementation of merit systems in the mechanism of the National Police NCO recruitment and selection process in 2018. This study used a post-positivist approach and qualitative methods. Data collection was carried out by literature studies, document studies, and in-depth interviews before data analysis was carried out. The results of the study showed that there were no regulations that governing the implementation of merit systems in the process of recruitment and selection of the Polri. Hugeefforts has been carried out by the central committee to ensure merit systems can be carried out well, but there are still gaps that have the potential for fraud to occur in their mechanism. Those gap shave prevented the merit system to be properly implemented in the Polri NCO recruitment and selection process held by all regional committees in 2018.
