Electronic Traffic Law Enforcement (E-TLE) Mobile sebagai Difusi Inovasi, Interoperabilitas Menuju E-TLE Nasional (Studi Implementasi E-TLE Mobile di Wilayah Jawa Tengah)

Abstract

The implementation of Electronic Traffic Law Enforcement (ETLE) was officially inaugurated nationally since March 23, 2021. ETLE is here as a transformation of information technology in an effort to create traffic safety and security on the highway. The Central Java Police created ETLE Mobile Handled as an effort to accelerate the ETLE policy nationally, and answered the obstacles faced, namely the limited need to meet affordable areas with Static ETLE. This study employs the descriptive qualitative approach, using Nvivo 12 plus software to analyse online media with a CAQDAS (Computer Assisted Qualitative Data Analysis Software) approach. The results of the analysis show that ETLE Mobile Handled has a very low complexity (1.03%) which means that ETLE Mobile Handled is technologically simple and can be applied directly, ETLE Mobile Handled in terms of innovation it prioritizes relative advantage indicators with a value of 23.76% compared to the four another indicator. The advantages of ETLE Mobile Handled are that it is faster, easier, and able to cover a large area and can be carried anywhere.Keywords: Electronic Traffic Law Enforcement (ETLE) mobile, diffusion of innovation, traffic violations  AbstrakImplementasi Electronic Traffc Law Enforcement (ETLE) telah diresmikan dan digunakan secara nasional sejak tanggal 23 Maret 2021. ETLE hadir sebagai transformasi teknologi informasi dalam upaya menciptakan keamanan dan keselamatan berlalu lintas di jalan raya. Polda  Jawa Tengah membuat ETLE Mobile Handled sebagai upaya percepatan kebijakan ETLE secara nasional, dan menjawab kendala yang dihadapi yaitu kebutuhan yang terbatas untuk memenuhi wilayah yang terjangkau dengan ETLE Statis. Kajian ini menggunakan menggunakan pendekatan kualitatif deskriptif, menggunakan software Nvivo 12 plus untuk menganalisis media online dengan pendekatan CAQDAS (Computer Asisted Qualitative Data Analisis Software). Hasil analisis menunjukkan bahwa ETLE Mobile Handled memiliki kompleksitas sangat rendah (1,03%) yang berarti ETLE Mobile Handled secara teknologi sederhana dan dapat diaplikasikan langsung, ETLE Mobile Handled dari sisi inovasi lebih mengedepankan indikator relative advantage dengan nilai 23,76% dibandingkan keempat indikator yang lain. Keunggulan ETLE Mobile Handled adalah lebih cepat, lebih mudah, dan mampu menjangkau area yang luas serta dapat dibawa ke mana-mana. Kata kunci: Electronic Traffic Law Enforcement (ETLE) mobile, difusi inovasi, pelanggaran lalu lintas
