Penyidikan Operasi Tangkap Tangan Pungutan Liar Pendaftaran Tanah

Abstract

Abstract This research focuses on the investigation process and the factors that influence the case investigation carried out by the Pasuruan City Corruption Police Investigation Unit in investigating the case of the operation of illegal levies Complete Systematic Land Registration of the Cukurgondang Village Chief. The purpose of this study was to determine the role of the Pasuruan Police Corruption Investigation Unit and their efforts in investigating illegal levies from the Complete Systematic Land Registration case in Cukurgondang Village and the factors that influenced the investigation process of the case. The approach used in this research is a qualitative approach with a case study research method. The conclusion of this study is that the implementation of the duties and authority of Unit 3 of the Corruption Investigation Unit are in accordance with the assumed roles. However, the application of criminal investigation management is not optimal so that the Corruption Investigation Unit Unit 3 cannot prove the element of “enriching oneself or others†that leads to the cessation of investigation by law. Abstrak Penelitian ini fokus pada proses investigasi dan faktor-faktor yang mempengaruhi investigasi kasus yang dilakukan oleh Unit Investigasi Korupsi Polres Pasuruan Kota dalam penyidikan kasus operasi tangkap tangan pungutan liar Pendaftaran Tanah Sistematis Lengkap terhadap Kepala Desa Cukurgondang. Tujuan dari penelitian ini adalah untuk mengetahui peran Unit Investigasi Korupsi Polresta Pasuruan dan upaya mereka dalam menyelidiki pungutan ilegal dari kasus Pendaftaran Tanah Sistematik Lengkap di Desa Cukurgondang dan faktor-faktor yang mempengaruhi proses investigasi kasus tersebut. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan metode penelitian studi kasus. Kesimpulan dari penelitian ini adalah pelaksanaan tugas dan wewenang Unit 3 Unit Investigasi Korupsi telah sesuai dengan peran yang telah diasumsikan. Namun, penerapan manajemen investigasi kriminal tidak optimal sehingga Unit Investigasi Korupsi Unit 3 tidak dapat membuktikan unsur “memperkaya diri sendiri atau orang lain†yang mengarah pada penghentian penyelidikan oleh hukum.
